The National Teacher Exam (PND)will be administeredin the second half of 2025. In its first edition, the exam will assess 17 areas of knowledge and will utilize the National Student Performance Exam for Teacher Education Programs (Enade das Licenciaturas)—since 2024, Enade has focused on evaluating programs that train teachers for elementary and secondary education.

The PND, administered by the Ministry of Education (MEC) through the Anísio Teixeira National Institute for Educational Studies and Research (Inep), will be held annually and will be aimed at students nearing the completion of their teaching degree programs and those who have already earned a teaching degree. Public school systems may choose to use the results as either the sole or a supplementary selection criterion.

The subjects to be evaluated are: visual arts; biological sciences; social sciences; computer science; physical education; philosophy; physics; geography; history; language arts (English); language arts (Portuguese); language arts (Portuguese and Spanish); language arts (Portuguese and English); mathematics; music; education; and chemistry. 

For students completing their bachelor’s degrees, the PND will consist of the theoretical portion of the Enade, which includes questions on general competencies and skills related to teacher education, as well as a section covering the specific content of each assessed subject area.

All graduates who take the Enade exam for teacher education programs may use their scores to apply for recruitment announcements issued by the public school systems of the federal entities that have joined the PND. 

The fact that the exam is based on the ENADE framework, however, does not prevent federal entities from establishing other supplementary selection criteria, such as a practical exam or evaluation of qualifications. The PND, however, offers an alternative for selecting teachers through a tool that will assess the general and specific competencies and skills necessary for teaching. 

PND 

The unified exam for teacher recruitment in public school systems is one of the pillars of the “More Teachers for Brazil” Program. Theenrollmentperiodfor school districtsbegan on February 12—the same date that Ordinance No. 96/2025 and Notice No. 1/2025, which address the National Development Plan (PND), were published in the Federal Official Gazette (DOU). The deadline is April 17, as provided for in the regulations.

Enade for Bachelor's Degree Programs

Conducted annually by Inep since 2024, the Enade for Teacher Education Programs is one of the components of the National Higher Education Assessment System (Sinaes). The exam assesses the performance of students completing teaching degree programs in relation to the course content outlined in the curriculum guidelines, the development of competencies and skills necessary for furthering their general and professional education, as well as how well-informed students are about current events in Brazil and around the world.

Registration is mandatory for all undergraduate students eligible for the theoretical and practical evaluations related to the assessed areas, in accordance with the eligibility criteria established in the official announcement. 

The exam format was revised in 2024 with the aim of improving the assessment processes and, consequently, the evidence regarding teacher education in Brazil. In the theoretical exam, there is an emphasis on pedagogical knowledge of the subject matter in the area being assessed. 

In addition to the theoretical exams, which are already commonly administered, Inep has added an assessment of the practical skills of students in teacher-training programs. This assessment takes place during the student’s supervised teaching practicum and is unique to the Enade for Teacher-Training Programs; it is therefore not part of the PND, which will use only the theoretical exam.
