On Monday (the 13th), President Lula da Silva signed into law a bill regulating the use of cell phones by students in public and private elementary and secondary schools. The bill was approved by the National Congress late last year.

The policy prohibits the use of these devices during class, at recess, and during breaks. The devices may be used only for educational purposes, accessibility, inclusion, specific medical conditions, and in emergencies.

Teachers or educational leaders will determine when students may use their cell phones during class.

President Lula stated that Congress’s passage of the law was an “act of courage, civic responsibility, and respect for Brazil’s future.” Lula noted that several countries have already adopted the measure and argued that it is very important for children to resume interacting with one another in schools.

Education Minister Camilo Santana cited a series of statistics that show how the law can help improve student performance in schools.

“The latest PISA (Program for International Student Assessment) report, from 2022, revealed an interesting finding. The survey was administered to Brazilian students and showed that 80% of them said they get distracted and have trouble concentrating in math class because of their cell phones. ‘So we have scientific evidence from studies and research highlighting concerns about the use of these cell phones and devices,’ he noted.”

Among the risks identified by studies on excessive screen time and early exposure to social media among children and adolescents are exposure to harmful content and negative impacts on mental and physical health.

According to the minister, the law takes effect this school year, and there will be a 30-day deadline for its implementation. The ministry is working on a guide for schools on how to implement the law and will also encourage the involvement of teachers and the entire education system, including families and students.
