He holds a Ph.D. in Public Administration and Government from the Getúlio Vargas Foundation and has extensive professional experience in the management, design, and implementation of public policies in the
government sector and the nonprofit sector.

He served as Secretary of Education for the State of Pernambuco (2024–2025) and for the city of São Paulo for two terms (2006–2012 and 2017–2019). In the city of São Paulo, he was responsible for creating 204,000 daycare spots, helping to eliminate the demand for daycare in the city. During his second term, the city made preschool enrollment universal and achieved a 61% enrollment rate for children ages 0 to 3 in daycare centers—double the national coverage rate at the time. He led the design and implementation of the first curriculum aligned with Brazil’s National Common Core Curriculum and the UN Sustainable Development Goals, as well as the first digital education curriculum, which includes programming instruction starting in the first year of elementary school—a first in Brazil. During this period, educational indicators reversed the downward trend of previous years, and São Paulo was the state capital with the highest IDEB growth in the final years among Brazil’s state capitals.

He accelerated student literacy by one year, with 93% of students becoming literate by the second grade of elementary school. His initiative to increase transparency in education data and promote innovation in educational systems—known as Pátio Digital—was recognized with an award from the Inter-American Development Bank. During his first term, he oversaw the largest expansion of daycare spots in the history of the city of São Paulo, increasing enrollment from 60,000 to 215,000 children aged 0 to 3, thereby achieving the National Education Plan’s goal of serving 50% of this age group—a target set to be met in eight years—ahead of schedule. She extended the school day for preschool students from 4 to 6 hours per day and for elementary school students from 4 to 5 hours per day, preparing the school system for the implementation of a full-day schedule—a model already in place at daycare centers, which operate on a single 10-hour daily shift. She created the “Inclui” program, an innovative initiative that supports students with disabilities in their academic development.

He implemented career reform for the municipality’s 85,000 education professionals, who serve 1 million students.
He also led the design and implementation of public policies in areas such as public safety and transportation. He created the country’s first criminal georeferencing system
and the online police report filing system, both of which are still in operation at the São Paulo Department of Public Safety. Alexandre Schneider served as president of the
Singularidades Institute, an innovative college in São Paulo, from August 2020 to August 2022. He was also an adjunct professor and visiting researcher at the School of International and Public Affairs (SIPA) at Columbia University, and a researcher with articles published in academic journals such as the Economic Journal, the Journal of
Quantitative Criminology. He regularly publishes opinion pieces in various media outlets and was a columnist for Folha de São Paulo, one of Brazil’s leading media groups.
