The Ministry of Education (MEC), through the Secretariat of Basic Education (SEB), launched the Guide to Support the Professional Development of Technical Teams at State Departments of Education on Wednesday, October 9. This is the second of a total of ten support documents that will be released by 2024 to assist school systems in implementing the Adolescent School Program, which focuses on the final years of elementary school. The event, held in partnership with the National Council of Secretaries of Education (Consed) and the National Union of Municipal Education Directors (Undime), is available on the MEC’s YouTube channel.

“The guide balances theory with methodology and practice and provides school systems with technical resources to improve management,” said Tereza Farias, general coordinator of elementary education. “The material presents concepts related to adolescence, equity, and management procedures, in addition to offering methodological tools that support the management routines of administrative staff.”

Technical Guide 

The guide is a technical resource from the professional development component of the Adolescence School Program and provides recommendations for the work of technical teams focused on the final years of high school within state departments of education. As such, it provides resources and strategies to support the professional development of these teams.

The document highlights the potential for collaboration among the various levels of government to reduce educational inequalities in the final years of school. This is achieved through dialogue with adolescents regarding their interests, contexts, and needs, in order to promote essential learning during this unique stage of physical, emotional, intellectual, social, and cultural development. The guide also highlights the need to reinforce learning that has not yet been consolidated and that can still be achieved before the transition to high school, in order to reduce school dropout and truancy rates.

School of Adolescence

The Adolescence School Program, establishedby Administrative Order No. 635/2024, is a federal government strategy to provide technical, pedagogical, and financial support to strengthen the final years of elementary school (6th through 9th grade). By combining the efforts of the federal government, the states, the Federal District, and the municipalities, the initiative seeks to develop an approach for this stage of education that: connects with the diverse ways of experiencing adolescence in Brazil; promotes a welcoming environment; and enhances the social quality of education by improving access, academic progress, and the holistic development of students.  

The policy includes the production and distribution of technical support guides on the final years of elementary school, as well as financial incentives for schools prioritized based on socioeconomic and ethnic-racial criteria. In addition, it encourages a greater focus on the characteristics of the final years of elementary school to support the development of paths to academic success. Its strategies are divided into three areas: governance; curriculum and pedagogical organization; and professional development.
